Diana's face is fully covered in game and most artwork, she's just partially lifting it off her face in the splash.
Edit: Also, BM Kalista's recall animation kind of explains why her face is covered.
Yeah, that always kinda kept me from buying any of the Bloodmoon skins for female champions. On male champions, they look like badass Japanese demons, covering their faces with incredibly horrifying masks, but on the female champions, they're just in a sexy kimono and treat the mask more like a hair accessory, with the obvious exception being Kalista.
I honestly just hate all of the female blood moon skins

Elise barely has one on her skin, her spider form is just a giant BM head.
