Custom skins

is there any way we can bring back custom skins? Like a new program specifically from riot for making custom skins and showing them to others. You make your skin, post it, and others can rate it on how good it is a download it to play. If it's an issue about losing money from no one buying riot skins, make them also cost rp based on their rating and split it with the creator. it would make them want to make more skins, people can request skins and play with all the crazy skins they want, and riot still makes money.
