Cloud Dragon is good. It's definetly last pick in terms of direct power but movespeed is a big deal
Just an other trash memes from Twitch chat in lcs/worlds game. They almost never take this drag because it's the worst drag and it is pretty useless unless you have like 3.

it's the worst dragon even after being buffed several times, when the drag rework came out cloud dragon was considered so bad that only a clown tier jungler would take it
