Actually, there is a difference. You pay for something, that for some reason was broken. Not getting refunded for it is bad, but at the same time you tried to buy something with the intention of giving away 10$ for it. 10$ isn't that big of a deal generally, so the effort of asking for a refund etc is way too much for it to be worth. At the same time, giving away 10$ for literally nothing isn't justifiable. Even giving away 1 cent for nothing would be bad. It's one thing to "lose" money and risking getting nothing in return, than "losing" money and being sure of getting nothing in return.

Because his statement is usually used to calm you down, because, since it's a small amount of money, there's no reason to remain worked up over it.

That doesn't mean you want it to happen again, or to you. It means that it doesn't matter anymore, since it's only $10.

If someone feeds in your game, there's no reason to remain worked up over it after the match is over. That doesn't mean you want someone to feed in your game, it just means there's no point in continuing to worry about it.
