Poor, poor Vel'kozVelkoz. Doesn't even get to keep his primary niche of being a medium to low cooldown true damage dealing mage.

Ryze needs to actual hit his Q for the bonus true damage without having the root, since you now need to chose betwen Root and bonus true damage. Also this new Ryze is supposed to be more Soloque based.
