Because he's not picked often, and when he is picked is used more to counter tanks and lane bullies that aren't bruisers/juggernauts. He does very poorly against most bruisers + juggernauts, but bruisers + juggernauts aren't good enough to pick right now. The patch the Olaf buffs are going to will also be a patch systematically changing (and mostly buffing) those champions and their items, so they are buffing Olaf somewhat so he doesn't lose as hard vs those champions.

Olaf falls off super hard the longer the game goes on because he becomes absolutely irrelevant damage-wise. I knew this for a long time, and it also shows in the same link you provided.

He's a definite diver, and I would like to see more changes to bruisers to bring them back up to a competitive level.

They are nerfing the AD bonuses from rune paths, and are compensating the bruisers for it.

It's the first wave of changes for what might be larger overall bruiser changes (items, etc.). Since they are Base AD buffs, they scale with the current and hopefully future bruiser items which have base AD scaling.
