The former is complaining about the player behavior on a server in a general way and from the perspective of your own experiences (although there are ways of expressing that frustration that would NOT be permissible), and is fine when done by anyone of any region towards any server they have complaints about, provided they abide by the board rules when doing so. The latter is hate speech.

Expressing concerns with League's community in ways that abide by the board rules is fine, no matter what server you play on or where you come from. Hate speech is not okay under any circumstances. They're very different.
