Sadly not Riots decision. They have to abide US laws.
The United States might or might not be going to war with Iran soon. We do not know the real likelyhood of it. It seems like Trump is trying to avoid going to war at least for the moment but I can't say what tomorrow holds.
And one of the common strategies in war/trying to influence a countries actions is blockades. Resources which includes but are not limited to food, arms, materials and yes even means of entertainment as that can have an impact on moral of the people will be stopped from entering or leaving the country.
So if you noticed recently Iran was beginning to prosper if ever so slightly. This political move is for citizens of Iran to put pressure on the government to not leave them out in the rain on this. But to ensure the stability of Iran by coming to the table and making an agreement with the usa. Life happens.
