Shouldn't Riven be sided with the Ionian faction?

So i was just checking out the vs. event and saw that Riot made a new loot item similar to the Birdie bags of April fools, Vs bags. The Vs. bag contains 5 skin shards from a region on Runeterra (or just the miscellaneous Runeterra faction) which i thought was super cool. If you open one you could get skins for if you got Freljord or if you got Targon as examples. One thing that puzzled me though was 's faction. I know that she was born/raised in Noxus but wasn't she exiled? 's title is "The Exile" isn't it? At first i thought that because she was an exile she should be in the Runeterra faction, then I remembered her newest story "Confessions of a Broken Blade".

SPOILERS IF YOU HAVN'T READ THE STORY YET!!! . . . Seriously spoilers for Riven! . . . If your too lazy to read you can let Necrit do it for you! . . . Last chance! . . . Here it is then! In that story was chillin in Ionia doing exile things when she was apprehended by the Ionian cops and brought to trial for being Noxian. is being prosecuted when her sword does some magic stuff and somethin about and innocence... I clearly don't remember the story word for word but i do remember that 's sentence is to be a good samaritan to all those who lost family in the Noxian invasion. My understanding was that she was happy with this outcome since she finally found a new home and a new family in Ionia. Maybe I was wrong but that's what i understood. If this is true though, I think skin shards from the Vs. Bags should be accompanied with 's, 's and other Ionian champ's skin shards instead of Noxian's.

Side note: I thought maybe it had to do with birth but i realized that can't be true since was born Ionian but is placed with Demacia.

Anyway, let me know if you agree or if you think I'm totally off.
