Can somebody on balance explain to me why Ekko gets monster damage instead of Nautilus?

I've written about this at least a dozen times and have found no good answer to this question. Why on God's green Earth is a mid/top laner that is very viable in every meta getting special treatment to help him also be a jungler when there is an actual jungler that can't even do his first clear. Riot destroyed his shield power in season 5 in order to give his E power and then put big mana costs on his e when he popped up in top lane so he can't even use that. Then we got all those goofy Q buffs last year which were as close to a fake buff as you can get. Nautilus is below average at all of the positions currently. At least make him ok at one of them.
