transfer issues for almost two weeks???

I just moved to Taiwan and I can't play my favorite game because of a bug with transfers. Why is this issue taking so long to fix? I admit to knowing little about programming, that being said this a very frustrating issue and I would love some clarification. Perhaps Riot has put this problem on the back-burner because the number of players dealing with the issue is small. This is probably not true as the entire store is unavailable seemingly due to this bug, which is very bad for buisness and we all know Riot only cares about making money. All these things considered it seems to me that, as has been shown time and time again, this is just another example of Riot Games being a wholely incompetent game studio. Any critique or facts one may have that I do not are very welcome, please correct me if I am wrong. Good day summoners.
