Riot's probably having fits trying to find a theme that works for him. They seem to be focused on lines more than one-offs and he just doesn't fit into a lot of stuff they do.
Ornn is an egregious error that he doesn't have another skin yet.
Honourable mentions:
-- One skin since release and it's a SSG so not only limited time only, but the player forced them into making it
-- Two skins since release, both limited edition and one is another forced make being SKT
Seriously, give these champs some love.

Well, Akali has over 3 times Ornn's pickrate.
If Ornn's playrate was at least HALF the average, he'd probably be getting a skin. As it is, though, not only is it absolute nonsense to give Ornn a True Damage skin, it'd also sell for fuck all.
A skin has to at least make back the money Riot paid the artists. I sincerely doubt that True Damage Ornn would have a chance in hell of doing that.
Also, don't give me that overused line of "Well a skin would make the champion more popular!". If people enjoyed the champion he'd have above a fucking 2.5% pickrate. No amount of skins can fix that.
