I think its petty messed up that this game makes it almost impossible to be able to play all the champ in this game. I just wish i could try out any champ i want but i have to play like 40 game just to buy 1 champ. Its a bad system i think.

Well its a mixed blessing really, the biggest thing is to basically funnel new players into playing a less diverse champion pool at first (The weekly free 10s) this allows the player to refine their skills with a few select champions instead of having them run wild for 30 levels.

Also, with the 450 champs (the ones you should master first) each one teachs a core aspect of the game. Annie teaching last hitting, Poppy teaches positioning, Garen teaches target prioritization, and the things go one.

Lastly champions cost IP (or you could buy them with money) to prevent decision paralysis. Most people when joining a new game, that are given 140 options right out the bat will feel daunted and not know what to focus on or what to do.

Cause the game is free. Riot needs some way to make money

The only thing I dislike is that you can't at test all champions in the practice tool, without owning them first. Other then that, I don't think I would change the progression system.

Id think some of it has to do with new players learning the game in a general sense. More advanced champs or new/reworked champs tend to be your 6k ip buys. Also the replay factor us probably another facet. Nowadays though you can get champs thru chests too though so ya. Plus the game is f2p. You could always buy rp and get champions that way too if you're time is limited or dont wanna grind i guess. You have champ rotations in norms too so ya there's plenty of ways to try new/unplayed champs

Additionally, champions have varying IP prices to help players gradually increase their champion pool once they know what they want to focus on.

Because once upon a time Riot was a small studio without a lot of resources. They needed a way to monetize their first game and that's what they went with. They didn't have enough employees to just go pumping out cosmetics like they do today.
