Why are some champions being neglected?

I've noticed that over the years that some champions in league are receiving more or less attention, for example, Riven and Ezreal get a ton of attention whilst others don't. These champions are often neglected for long periods of time waiting for a rework so they can finally be noticed. These champions include: Urgot, Mordekaiser, Aatrox, and Pantheon. This is a massive problem, because some champions are sometimes neglected so much that you never see a new buff/nerf or let alone a skin. Kassadin, Udyr, Skarner, and Reksai have not been given a skin in over 4 years in a row, it's no wonder these champions are never seen, nobody sees skins for them, they aren't meta so they are never seen, and even if they are fun the player base has mostly forgotten who these characters are and that they exist. Ornn is newer than the other champs i mentioned, but ever since his release 3 years ago he has yet to receive a single skin other than one skin every champion gets on release, Kai'sa who came out about half a year later has received not only 3 skins other than the one she was released with, but she even got a prestige skin. Riot please pay attention to these champs, it just really sucks to see these champions being neglected and pushed to the side, please give love to these champions because they really need it.

This is how Riot operates sadly. They have to focus on the champions that benefit them from a business sense. What we want, is from a non-business point of view, and it wont happen all the time. For example, they know how terrible my boy Fiddle has looked for years, but they still decided to rework other champions that didn't need a rework as badly. Terrible, but its all based off our popular picks, choices etc..

For whatever reason Riot has been pushing aggressively for higher profits in recent years. It didn't always used to be like this and I wish I knew why they've chosen to operate this way. You'd think such a profitable game would have more leeway in the content it releases.

They tend not to give skins to champions who are set to be made because reworked, no real point giving one when they are to be remade soon.

As for skins, they are popularity based, no real profit in making a skin for a champion not being played. They could buff them to be strong then give them a skin but then they get called greedy for such so no real win con there.

That said, if people want their underplayed champions to get skins people need to play them.

I just wish that this post would get more up votes or views so maybe a Dev could realize this, it just kinda sucks that these champs are tossed away, and if Riot was really just for profit, why not make something like Star Guardian Urgot, Reksai, and Chogath? These champs that are almost never seen and neglected for skins should get love too, and even if its a jokey-skin it would be better than nothing. By the time I am posting this Riot has revealed that Udyr is getting a new skin, so there's one down 3 to still go.
