How Do I Win The "Vision War"?

I play jungler, but i never seem to be able to have as much vision as i'd want. Let's say the enemy jungler is constantly going bot, if i ward the river bush for them then he clears it in 3 seconds and i won't be able to ward there again for sixteen minutes or something. If I gank another lane then they will without a doubt have vision and see me coming, but if i clear it then they have another ward there before my sweeper comes off cooldown. I never seem to have the trinket i want and never as many as i'd want. Am i doing something wrong?

I'd disagree with the above replies. Sure zombie ward is nice and the jungle ward item works, but how would this question be answered without those?

Making sure to get scuttle as often as possible is one solution. Also buying a control wars every chance you get helps. Ward where you think/know people might be heading or where objectives are up. If a particular lane is getting camped then give them more ward presence. Hopefully the support is doing their part of warding and you can focus on top/mid/enemy jungle as well.

Everyone can and should help ward.

One, Zombie Ward and Ghost Poro runes. Both will help you establish vision for your team. Two, buy this jungle item instead: item 3711 . It comes with 2 wards of 2.5 minute duration. It is basically a jungler's sightstone.

So on Evelynn, it would be fine to get Trackers with Rhunic Echoes for vision?
