The only reason I can think of as to why, is because they're too afraid it would pull people away from SR, But with NB being axed and them never adding URF or anything like it permanently, makes it clear they don't want to give us a fun, fast, no-mana, mode that doesn't revolve around last hitting and strict lanning and jungling phases
