Rework Idea for Ohmwrecker (Tank/Diver item)

For this idea I thought of giving the item a new niche to fill since it's current niche is not needed. Unless you make the tower disable 10 seconds long it will never get used ever.

item 3056 3000 Gold (item 3067 + item 1057 + item 1011 + 480 Gold)

+500 Health +40 Magic Resistance +10% Cooldown Reduction

UNIQUE PASSIVE: SPELL STOPPER: Spells casted near you, refresh 30% slower ACTIVE: MAGICAL ABSORPTION: Increase enemy cooldown duration around you by 50% (Ultimates not Included) and lower your Non-Ultimate cooldowns by 5% for each enemy champion hit.

A champion cannot be affected by MAGICAL ABSORBTION more than once every 10 seconds.

Explanation: The Passive part would work like this: So you just casted a spell that has a 10 second cooldown, with the Passive effect of an enemy Ohmwrecker, the spell will go on a 13 second cooldown instead.

The Active part would work like this: You have a spell that is on a 5 second cooldown RIGHT NOW (you used it before), an enemy using Ohmwrecker will extend the duration to 7.5 seconds. So in other words, the active part doesn't have any effect on spells that are not on cooldown, it will only lengthen the cooldown it has RIGHT NOW.

This item would be the counterpart to Randuins Omen or Frozen Heart. In situations where you don't need Spirit Visage or Adaptive Helmet this item would certainly be a good choice.
