Return/reverse refund credits to people who had runes refunded

Many veteran league players and newbies alike have used their refund credits on the old rune system that no longer exists in this game. Runes ranged from 450ip to 3150 ip during the majority of their lifespan. It is widely agreed upon that no rational player with sufficient game knowledge would use their limited refund tokens on an IP purchase within this price range. Therefore it is safe to conclude that those who made this refund were either inexperienced players or unaware of the circumstances regarding refunds and their limitations at the time. Further, runes were sold for IP exclusively throughout the history of the game so if reversing the transaction were the chosen option it would mitigate the risk of a large influx of old RP taking away from new RP sales. Returning credits to both the new and longstanding players will increase goodwill as well as give them an opportunity to use them on what I argue they were intended for, RP refunds or possibly large IP refunds. I would also suggest this same return process is conducted for people who purchased champions with IP as well. Whether the threshold for both champions & runes is artificially set to purchases up to 1350 IP, 3150 IP or uncapped can be left up to debate. I didn't include champions in the title because I am aware it may be difficult for programmers to accurately discern purchases made with IP versus those made with RP in order to issue the refund credits. If this process is too difficult to implement I suggest a 1 time full reset for all players to 3 refund credits now that players have been given the chance to get familiar with the refund system and the old rune system is no longer available for new players to make the same mistake. Another suggestion I propose is to disable blue essence refunds on champions below a certain price threshold such as 4800 blue essence so new players will be prevented from unnecessarily wasting their refund credit and all players will still have the ability to refund an expensive champion if they see fit.

Were runes refundable? Personally I bought a lot of runes, but I never used refunds on them even as a new player. Most new players didn't notice runes existed back then xD

Possibly. Or they were trying out a rune and refunded it to buy a champ/different rune.

We used the runes for many many games. Most people got their value out of them. I think the adjusted refund rate was fair, and the multiplication of BE by 6.5 was fair too. (allowed us to convert our iP to champ shards to get an extra ~8% BE.)

Riot lost Runes as a BE (used to be iP) sink. This reduces champ RP sales through allowing more purchases with BE. That should not be ignored here. Refunds getting refreshed would hit this bottom line even more when they've already invested in the players by switching the rune system.

Right now do I regret refunding Veigar back then? Maybe. Did I regret it back then? 100% no. I was able to purchase Galio a week earlier due to refunding Veigar.
