Basically, since players can make multiple accounts with the same email, if riot implements a system where making an alt account with the same email that has a lvl 30+ account makes the new alt a fresh level 30 with average blue essence, you significantly reduce the amount of botting, account sharing, and ruin the illegal account market. You also incentivize making multiple accounts on the same email which makes enforcement easier when trying to identify patterns of toxic behavior. This also reduces toxicity new players will encounter. Leveling with smurfs as a new player usually only gets them flamed and could gate new members from joining the community. At the end of the day the only draw back Riot may see is an increase in Smurfs which they already do not like, but since people are going to smurf regardless I think this is probably the most healthy for the community at large. It is also beneficial for improvement since one way of testing your ability in the game is to see how long it takes to reach your main mmr on an alt. It's also beneficial to learn new roles on alt accounts. This greatly reduces the toxicity of games where people are trying to play a role at an mmr too high for them. (A support main trying to play mid in challenger is basically begging to lose.)

Smurfs will naturally climb though, and if they are used to troll instead you could risk getting punished on mains as well. There will always be some incentive for bots though.

While a potentially successful solution, it could increase the number of smurfs due to ease of access, and may not actually reduce the number of bots. If Riot bans you from creating new accounts on the same if one account is banned, then there would still be a market for accounts. It’s a rather difficult issue, trying to meaningfully punish toxic players, while also preventing corporate bot operations.

Anti-bot measures are a simple, basic, immediate features to implement. Even your local grocery store website probably has one.

Riot doesn't actually care about Ranked from what I can tell the past few years. All they care about is pro play. If they cared about Ranked, I wouldn't have people going afk 1 in 4 games only to play with them a few games later, wouldn't have people literally run it down 0/20 only to have the same fuck on my team next game, wouldn't have autofilled junglers in a jungle dependent meta every other match, and also wouldn't have 3000 games hard stuck plat 4 with 47%w/r every other game as well. Just see the same shit every game and get so tired of it. They wonder why League players are so toxic when they give us the reincarnation of Hitler every other match. Ok I know this will probably be buried, but, I just started leveling another smurf a few days ago and noticed that almost every game (since im not doing the bot games method) there was at least one person hard flaming. One of the people being flamed was obviously someone brand new who had no idea what was going on. My second point is low elo games are not heavily impacted by smurfs, typically ten or so games is more than enough for a diamond+ player to climb out of a lower tier (in mmr). Considering plat and below are basically all the same level with small mechanical differences, smurfs for people in those elos will have minimal impact on the game as well. Now for the 'Toxic player behavior' part I briefly mentioned, I don't mean ban someone just because they flame. When it comes to Solo queue I actually believe some verbal toxicity is good for the game, you punish people who play poorly. Verbal toxicity can be muted if the person feels it's necessary and it doesn't deserve nearly the amount of the attention it gets, running it down however, should be enforced way more heavily. On one of my accounts I left 4 games in one week (Solo Queue) fully expected and accepting that I would get some form of temp ban; my account didn't even receive a log in message. I recognize that just being able to string accounts together won't change anything unless riot decides to actually start punishing people for these things, but it would at least help them if they decided to start.

Sure, they probably don't make much money off it, but it's still far too much for them to ever consider it.
