Philippines: Play on JP or OCE server?

Hello, I moved recently to Manila, Philippines and would love to listen the experience from Filipino players (if there are any due to Garena). Since i came from EUW, there are two servers i can switch to, Japan and Oceania. How is the playing experience on these from the Philippines? I guess on the JP server the only available language is japanese (which i can't speak). Still if the ping is better it's propably worth it. Or would you say: "Wait it out, Riot is opening it's own server in Ph". I saw many speculations here. Garena's own server in the Philippines is no option for me. Thank you very much!
