She really doesn't need buffs. People just needed time to learn how she works (see most champion releases when they come off as weak, like Bard).
Her adaptability with items is second to none among Marksmen and that's part of what makes her much more powerful than she initially seemed. Plus, people adjusting to her range is another part of learning her.
She's strong, but useless. There are champions that do a better job than her in adcing or jungling because her kit is really not that great. It is less about her numbers and more about her awkward kit.
Get ready for 3 patches in a row of nerfs cuz Riot over-tuned her before giving people a chance to learn her xd

This... doesn't really mean as much as you think it does. Her "adaptability with items" doesn't make her good, it just makes it take longer to find an optimal build. Full AD crit build with reaver -> IE seems to meet with a lot more success than bork-based builds, simply because of how strong her Q is and the burst it lets her do. Because of how her Q is such a substantial upgrade on reaching the breakpoint, it basically forces her into itemizing for AD first, which makes versatility meaningless.
My last game we had a kai'sa and she was doing crappy at first, her item build was like IE, Essence, Shyv, Rapidfire. We told her to change it up...Botrk, Rage, Hurricane, Mortal, Wit's end and she ended up getting like 10 kills in 10 minutes and we won the game because she actually became more of a presence on the team. She's good with the right items for sure and her kit is a little more complicated than some other ADC's.

So your right it’s a lot of learning, but don’t forget there’s another 500 range marksmen who’s range keeps him out of bot lane: Teemo. That and he can’t build crit effectively, but I think he could pull off something if he just had the range.
Though honestly, I would rather see him in the Jungle where his mushrooms and hidden scout thing are thematicly pleasing. That last parts not relevant.
