FPS Drops

I'm kinda at a loss here. I have been having FPS drops on and off for awhile now, about 6 months. I have a 750Ti, AMD 8350, and 16 gigs of ram. I get over 60 frames on the highest settings, but frames will randomly drop to ~15-25 for 10 seconds or so before fixing. I don't have anything open in the background and it occurs on the lowest settings as well. Really wish it would stop doing it but I have 0 clue whats causing it. I would appreciate any help you guys can offer. All my drivers are up to date.

I think it's a fairly recent problem with windowed borderless mode

Do you have any sort of CAM software. Either from nzxt x62, or hue+?
