Where can I go to actually download the pbe client

I went and downloaded from https://boards.pbe.leagueoflegends.com/en/c/general-pbe-feedback/JtsFmpNI-pbe-sign-ups-are-open and got the thing with the launcher and all in the file. Upon opening I was brought to a page saying "install league of legends" with the region set to pbe, so I did the install. Then my files on my regular client had some issue making me re-install that one as well. When the first install finished which was my regular client I signed in then finished typing something, saw the log in page again so I assumed I typed out incorrectly then signed in again, got a pop-up saying my account had been signed into somewhere else along with the other client download being gone. This just leads me to believe I downloaded then opened a second NA client as there is no pbe client I can find anywhere on my computer.

So how do I get a usable pbe client?
