Why Is Language Selection Region Locked?

Why is Language selection region locked? Like for example, why can't I play on Japanese with Japanese Voice over in Germany or a person on north america servers on german? Is there any actual reason for that? Like people can't play in their mother language because they work or live in a wrong region?

Because for a language to be provided is not just flipping a switch. Local staff are needed for each language supported in a region to ensure compliance with local regulations and provide customer support in that supported language.
