Twitch's ult gives him 850 range, 40 ad, and apply 100%-40% damage depending on the number of targets passed through, these bolts can critically strike and will apply lifesteal fully on all targets hit. Xayah on the other hand does 50% damage on her feathers and does not as far as I can tell allow for crits or lifesteal. And this doesn't even go into how all these interacts with their various kits which the abilities are balanced around. Having the same effect as someone else's ability and doing the same thing in practice are two different things.

I do find Xayah pretty broken. Her dueling is one of best, her aoe is one of best, and one of best reliable cc for adc in game. She also has one of most safest kit because of ultimate. After the top adcs are nerfed, Xayah may be next.
