I checked by looking to gift Pajama MF to someone I know for sure has the original Star Guardian MF, and it was still shown as 1350. Is this intentional? If it is, that seems like like a waste of 600 RP

Nope, you cannot gift at the discounted price and it is intentional. No I do not think that's ok.
