I just think it would be neat, and we don't really have something like it in league.
Something that looks like the old yorick would be coo.

I think DnD has had some pretty cool interpretations of what a hag could be other than the standard green skinned witches

Night Hag (Fiendish)
Annis Hag (Half Giant)

I think we already have the Buerre/Ice Witch covered a bit with Lissandra, though she has more of a permanent youth thing going on despite her age. If we had a Witch/Hag inserted into League, I think the monster elements of the character should really be pushed. Make them magically afflicted or half-monster or from a location where they'd have to be cruel to thrive. This character doesn't necessarily have to be a villain but they should love trickery and cruelty as part of their motivation for their dark magic, and you can push them more like a predator like Rek'Sai or Urgot but more in the magical vein. Like such a character I imagine being about as sadistic as Evelynn.
I would love an elderly witch.

Old? Check. Ancient even.
Hag? Not a female hag, but an ancient warlord from days of old who pretty much hates everyone and wants no more than total destruction. Check.
Uses dark magic? Check; Morde uses evil necromantic energy to stay alive and enslave souls.
TL;DR: Morde fits your desired theme. Pick him up, because if you play him right, you can do great plays. Mind you I have about 800k mastery on Morde and am M7 on him.
I'm surprised you didn't get downvoted to oblivion because you wanted someone to look even vaguely similar to Old Yorick. I really miss his design.
