I want to see this as a champion to b honest. I like all the yordles but you guys have messed a few up (poppy) with reworks. so why not start from scratch and make a new one?

If they wanted her to be a champion, they wouldn't have had her be missing and presumed dead.

Norra is probably like Senna. We'll never see her in game because introducing her as a champion defeats the purpose of having another character fight for her, like how Lucian fights to free Senna from Thresh. If Senna gets released, what's the point of Lucian fighting? If Norra gets released, what's the point of Yuumi fighting?
