That's because people know if they get banned they can always make a new account and the cycle continues. This is RIOT's sorry excuse for a solution when the Tribunal, although subjective, did a much better job. But oh well, their so called numbers must say different to allow this trash system to exist. But it solves not one damn thing. In some ways I feel it has only gotten worse because the trolls and feeders and afk's are rampant throughout the game.
Riot is the worse commpany I have every seen in my hole life.
