I mean it is when you watch the sequel Higurashi No Naku Koro ni Kai.
Higurashi no Naku Koro ni is known as the question arc (according to fanbase and dear ol Wikipedia,) which sets up the town of Hinamizawa and the sinister elements in it. Higurashi No Naku Kori ni Kai is known as the answers arc. It explains WHY everyone is acting sinister, and their plans to save their friends and save their town from whatever is happening to get a good ending.
