Today I rerolled three skin shards, and received special forces gangplank. Funny thing is I hate gangplank, so I do not own him. I was under the impression we could not receive skins for champions we didn’t own by rerolling? What the heck Riot?
As far as I'm aware it's always been this way. I've gotten quite a few skins for champs I didn't own over time by using rerolls. It's given me an excuse to buy a few though, such as Kass.
Would be nifty if it didn't do that, but you could basically "Trick" the system by rerolling skins on newer accounts to get all of the skins for the 1-2 champs you own, before buying more champs if it didn't work the way it does.
Double check that you don't actually own Gangplank.

After that, contact Riot support because that's supposed to be impossible.
EDIT: Apparently they changed it at some point because logic...
EDIT 2: We're discussing rerolls. REROLLS are supposed to give a permanent skin for a champion you already own.
Shards (which can be for any champion regardless of ownership) are NEVER the result of a reroll
Rerolling just gives a skin you do not already own AFAIK.
It should just give you it as a permanent that you can disenchant for full OE value.
The reroll-system was always like this. It is indeed possible to receive a skin for a champion you don't own. That's not a bug, don't worry. [slayer-pantheon-thumbs]
I'm confused by this post. Isn't that a good thing? To be able to reroll the skins we get for champs we don't have?
Oh wait, I understand now. You mean get skins from chests for champs we don't have. Oh okay...yeah it's annoying but just save it for another reroll or DE it for essence.
