So, this game type is completely dead and riot isn't doing anything about it? Am i mistaken?

At level 30 the bots go away. I have not seen 1 bot in ARAM post 30 on any account that I have, ever.

Yeah I have never seen a bot in a game since hitting 30. I have a level 8 account that I stopped playing though because I had a game where 7 out of 10 players were bots. I have no idea how new players get to 30. It was too much for me.

If your MMR is high enough you will not encounter bots anymore. It's not even a matter of level.
