What happens punishment wise when you're mass reported for afk vs leaverbustered?

I don't get the difference lol this game is weird.

So if my whole team reports me for afking and i was actually afk what will happen when its reviewed?

On the reverse, if i actually afk and the system notices it i get leaverbustered.

Which one is worse punishment wise?
