Voice chat exists for players within the same party but chances are, if you're going to queue together, you are already using Skype/Discord/TS/Ventrilo (good times).
When is voice chat going to be enabled for players within the same team that are not queued as a party. This would make Ranked phenomenal!

Honestly? Never. I would like to see that, I like it in Dota, but most of community nor Rito wants it, bcs of "toxicity" and they also couldn't control it with bans and stuff.

Please never. Imagine a duobotlane with a non-english first language. All game you'd be listening to them in a language you can't understand but you'd hear the champ names and know that they are flaming you even if they screw up since duos never flame each other but blame everyone else. Also there would be no way to realistically punish toxicity. What, an expression tracking program or something? Way too much work for way little result since 90% would just mute it instantly.
I don't want it implemented because I don't trust Riot to properly police it.
Mute existing isn't an excuse for someone to actually yell in my ear about playing badly for whatever reason they can find.
