What's your idea of balanced Time To Kill (TTK)

Average human reaction time is about 0.25 seconds for visual stimulus, and latency can add another 0.25 seconds on to that.
As such, and assuming that an opportunity for counterplay exists, I feel that an assassin targeting a squishy target should require at least 1.5-2 seconds to kill them (although set-up time is included in that if the set-up can be interacted with or prevented). Possibly erring on the side of 2 seconds so that even a less-than-full character cannot be immediately one-shot unless they're below about 50% health.
Assassins, 2 seconds Singular Bruisers/Mages: 3-4 seconds ADCs: Ideally about 4 seconds of full focused fire but shreds tanks at an equal rate Tanks: 6s or more for sure of full fighting but high CC to compensate

All of these numbers are against slightly off-tank bruisers since squishies are meant to be guarded and tanks are brick walls
