Is anyone facing the same issue where Talon just instant kills you to a point where not even Heal/Flash can save your life?
If you're wondering if the Talon was Fed no. All he had was 
I was so stunned because I was fed as Jinx and as soon as he came I instantly died. I didnt have this issue before the new changes but wow was that insane.
I was also under tower.
Assassins is doing what he is supposed to. Before pre season for some reason Assassins were not allowed to assassinate.
Yes you may have been fed but you are an ADC and Talon and every other assassin is meant to destroy squishy targets such as yourself. Tower doesn't matter because he can 1 shot you, best thing you can do it hide behind your team and have the tanks peel for you. Oh and don't wander around by yourself.. always stick with a teammate.
Towers don't save you from assassins or tanks, they save you from DPS mages, other ADCs, and some supports. You were basically standing next to a glorified flashlight, and it gave you a false sense of security. Don't let that happen again - ol' rito doesn't want towers to do anything useful past 5min.
Those two items are a pretty big deal for assassins, each one of them will make or break whether or not they snowball out of control. Doesn't matter that he wasn't fed, if he had both of those items then you were probably in the mid game anyways, which means he had enough levels for base damage + retarded assassin ability scaling to do all the work.
Why did you go melee range of an assassin in a 1v1? You are not supposed to 1v1 assassins. This mentality is the reason why adcs like twitch and trust were completely broken last season as they can outburst assassins in melee range. Just stick with your teammates with cc and the enemy talon would have to suicide in order to kill you.
Assassins have access to frontloaded burst again (duskblade + runes). It leaves little room to react, and the damage is so high locket + gargoyle doesn't save your adc anymore. The timing of assassin powerspikes is great for the currently short games too, where early kills and multiple kills make a lot of pressure- and they're strong into AP rn with mages' reduced armor. Great time to play assassins.

He doesn't have to be fed if you have 0 bonus armor late enough in the game for him to have two completed items.
Tbh we just had a season where it was almost impossible for an assassin to kill an ADC with all of the protection they had.
This preseason, everyone is running aggressive comps and makes sense that an assassin can one shot an ADC.
