Champion quotes?

How come I rarely hear certain champion quotes? Like for instance when neeko's clone is killed, I dont hear any of her VO's for that but they exist, or when you get killed by neeko she says "I told you do not get close, why did you not listen?" but while playing neeko she says nothing. Or whenever you kill an enemy as Akali, theres no special VO heard from akalis end only from the enemys perspective ( Akali killed me and I heard "Youre dead Im alive, see, balance." but if I do that on Akali I hear nothing). Is this intentional? I would really like to hear more voice lines It just makes me feel more connected to the champs and their special interactions ;(
