I've contacted Riot about the extreme hostility of smurfs toward genuinely new players and how the game is basically inaccessible to new players as a result. Their response was basically that they do not plan to do anything about it because anyone can make an account any time they want. You should contact Riot's support directly and tell them about your experiences. I can only hope they'd take it more seriously when it comes directly from new players. They don't get many of those anymore and the future of the game depends on them, but they seem to be oblivious about what the experience is really like for them.
Keep in mind that you can create custom games and play with bots on your own team - it's a good way to get a better feel for new champions and rune configurations before you go live with them, though you won't gain any levels from doing it. I'd play bots at first. You might feel sidelines by all the smurfs who are ROFL-stomping the bots, but matchmaking might eventually get a bit better at matching you with other actually inexperienced players and you might have a decent game where you actually have to fight hard to win. ARAM is a good way to learn to fight better, but there will be BOTS, lots and lots of IP farming bots - you may have to wade through those for a while before you start getting matched with actual humans there.
