Riot's system of Ranked Games

I believe that Riot's system to choose who you team with is either broken or flawed. Before my promos I matched with players who were former gold or silver which made it relatively easy. Only when I enter my promos into Silver do i get a flaw of trolling players. Either they pick outrageous champs in lane who dont belong there, or they disconnect 4 times a game only to feed. I was 2-2 into my promos needing this last win. I looked at the players in game. Opposite team was all silver, my adc was Bronze 3. What kind of system allows this? They need to enfore heavy suspensions for feeding trolling or constant disconnections. Why do i get penalized with a loss and drop to 64 LP because yasuo jungle decided to take mids CS? Riot needs to do a clean sweep of the players. I understand it's a free game and comes with it's problems, but to be labeled the most toxic game on PC and not have a problem with it is discouraging. You dont have to do much but do something about it, anything helps at this point.
