You are already able to get a flat health bonus simply by taking Resolve. But how many ADCs do you see taking Resolve right now?

Junglers with weak durability in early clears. Top laners with weak early dueling power picking into strong early duelists. Mid assassins up against characters with heavy poke.

I think the problem is that this rune is very much an "anyone who wants a safer early game with more late game power" rune. I think OP is calling it an "adc" rune because the ranged ADC is THE late game champ.

I mean it seems nice for adcs but you're opting out of a lot of power by going resolve. I think the only champs I ever pick that up on are kog and vayne and even that felt pretty bad. Good luck getting those kills while you're turtling under tower because you deal no damage.
