Considering there are quite a bunch of ranged champions who are supposed to go top as their main position, yeah, you kinda have to live with ranged top laners being a thing.
(Yes, Vlad is one of them who is supposed to be a top laner)
I agree that they should get rid of Vayne top, tho.
You do know the moment ranged champions left top, there would be like 2 to 4 melee who utterly dominate and push out every other top laner right?
I enjoy how this post conveniently ignores how most top lane champions have more than just top lane to go to while most ADCs are only allowed to be bot lane, specifically because of people like the OP; because if they can function somewhere else, its not "diversity" like so many other people tried to cram down ADC main's throats but "oppressive and broken."
Seriously, I've never seen a Vayne go top and actually do well and actually win. The last Vayne top I had was on my team and she inted; we literally only won because I roamed around as our actual ADC and took towers and left lane decently ahead. Our team comp was crap, she was fairly useless, and she didn't do anything except draw aggro which any other champion could have done with more survivability and therefore more time for other people who were actually fed to use.
As for spending "months" on that travesty of an ADC rework, no. They did not. That was slap dash and garbage. "ADCs are good and we should rework them in a meaningful way? Nah. Let's just swath nerf the entire class."
