This has been happening for months and I'm just curious why someone would make dozens of accounts to just sit in the lobby.

I've seen threads on this in past weeks. I think they are bot leveling
If you run that image through a translator, those Chinese lines are advertising accounts for sale and boosting services.
some of them are boosting service were you join and the guy explains to you how much you pay and how it works thats it
