How to make URF better?

Alright so we know the ARURF can be very fun.But it also has some major downsides when those times arise.While most of the time I just side on the "its a unbalanced for fun mode" sometimes I just can't justify some things.Some of the issue I find is.

Specific champions being allowed.

Obviously there isn't really balance in this mode.But sometimes there are just a few champions who are 100% unfun to play against.Mostly spam poke champions.Jayce, Elise, Viegar, Nasus and there is more obviously.While I am not saying remove all these champions from the mode.Maybe limit how many "spam" champions are on a team.Cause it's not fun going against 5 spam pokers and not being able to even stay close enough to minions to simply get exp without dying.There might be some champions that shouldn't be allowed but so far I haven't seen one myself yet.

CC chaining

You do get some tenacity...Um wasn't it like 30%?Or 60%?I can't remember but you get it for free.It simply isn't enough though.You can still get stunlocked by one champion depending on which one.Again I am not saying "lets remove this" but maybe add a counter.If you get hit by X amount of hard CC's then you get immunity to all for a small period of time.Maybe even a movespeed boost if needed.

Lack of early homeguard

I have seen a few people mention this before.There should be a much earlier homeguard buff.It wouldn't break the game anyway since 99% of players get flash/teleport.

What do the rest of you think?What are some more possible ways to improve ARURF that I didn't think about it.
