Reporting system promotes self censorship
After Riot changed the reporting system from the old that had the tribunal counsel to the new one, they have effective placed a nail on the coffin for the toxic community. Just by the virtue of telling someone to stop flaming and reporting them after the match you can end up with a 10 game chat restriction. Even if you were not toxic, flaming or disrespectful to others, just by the fact that you placed a report, you get into trouble yourself. The new system works on if you report someone it also looks into your chat logs as well. If you said too much then you get a ban, because apparently you constantly trying to tell someone to stop flaming is causing the team distractions.
Riot had a working system and replaced it with something that is broken and not well defined. There is no clear guide lines on what is acceptable, thus players have no choice but to stop using the in game chat system completely out of fear of being banned. Someone tried to apply some business rules and simplify language across a broad range of countries, where interpretation can change the meaning on sentences and context. Then they failed to explain these rules and what is acceptable.
I am pretty sure no player truly and honestly believes the current system works and that toxic players will get banned, and we can have fun playing the game again. Playful banter is long gone from the game, and sarcasm is often mistaken for flaming.
Riot created a cool game with good visuals and lots of customization, however they went and broke that with their match making algorithms and reporting system. This has sparked an uptick in the toxic community in my opinion. Where the previous system wasn't perfect but it functioned better than the current, and we had fun with in game chat banter, and in general had a better game. Now players get frustrated at trolls, feeders, AFK, toxic players and if you dare say something in game then you end up with a ban, or chat restriction as well. I honestly can't see how this will solve any issues. The chat mute system has certainly not helped, because that player you mute could still troll and ruin the game for you for that match or even the day. You cannot say anything to them, and the reporting system is not going to do anything since they might not have said anything. This just leads to frustration and angry players. If someone rage quits, you just simply have to take the loss, there is no way to say the game is invalid, like countless other games do when playing ranked. To invalidate the game because the teams are not balanced with a player that is AFK for more than 5 minutes.
I think Riot is quickly ruining the game for a lot of players, especially players that have been playing the game a long time and came to love it. They either just play the other game modes, or simply stop playing.
