For people who play on lower ping, are you able to outplay things on reaction?

I usually play on 60ish ping. I don't feel a delay at all. But I also think I'm not able to really outplay things on reaction rather I outplay things by predicting their possible next moves and reacting instantly to animation changes.

So I was just wondering, for the people playing on lower ping. Have you ever outplayed someone purely on reaction with 0 predictive reasoning involved?

(29 ping) Depends on how fast the reaction has to be. If I'm completely untilted (very rare; 0.01% of games at most), I can reactively flash Malph ults. I can reactively dodge Xerath ults most of the time, if I have completed boots.

I am, however, in a state of eternal tilt and int or afk more than half my games, so ¯\_(ツ)_/¯
