Because Keemstar is a thing.

Also, Because it doesn't really harm anything, its kinda just more or less having fun.

I mean, TBH, Instalok did htat several times with their "Did it work" series.

If it's normals and they're fighting the enemy its fine

Like I just had a Katarina support recently and even tho its the most tilting thing in the universe since it makes early game 1v2 its technically not against the rules as long as the player is trying to win.

And honestly even if this lets people subtly int, it's overall a good thing. I like when people make innovative new picks, things like Twisted Fate building AP (S1 and beta he was adc), Annie rolling support, MF rolling support, roaming/smite supports, ect are innovations people made from experimenting and if playing weird builds was against the rules most of these would've been banned. Hell a Nunu and Singed support did have to have bans revoked because of mass reports on this topic, things like that would've been purged entirely if Riot made the rules stricter. These kinds of innovations diversify the champion pool and make the game stay fresh.
