If people are deployed or otherwise have a very good reason for being out of the loop during events or limited edition stuff, Support has always been really good about helping those players get their favourite and much wanted content. Support has always been super helpful!
Last time in "your shop" I had a bug and it didn't work. I sent a ticket and they told me they will give me these skins for the reduced price manually if I'd like to get any of them. Riot are actually good, but most of players only see downsides.
