Why do you still get Champion shards in Hextech Chests?

I already get them by leveling up. I don't want them in my ordinary Hextech chests too.

I thought you were supposed to get Skin shards easier now, because they decreased the amount of Orange Essence you get from disenchanting them?

I don't want my Hexchests, that I rarely get and need 3 key fragments to open, to contain something I get by just leveling up. It's annoying.
