Leaverbuster is broken

I feel like the punishment for leaverbuster should be completely reworkd because sometimes I have to go for personal reasons and the waiting time starts adding up. Eventually, it gets to the point where i have to wait a game's worth of time in order to actually play a game. So then sometimes I want to play a league game because I really do like playing lol, but after waiting for so long and I get in a game, I have to leave again. After that, I'm just stuck in the same cycle of waiting and then getting into a game and then having to leave and then waiting more games. It just gets super annoying especially because I know I'm a person that would never leave a game no matter how behind we might be because I mean there's always a surrender button. Instead, I feel like it should that the account is banned from like for maybe an hour or something because then I don't actually have to get in a game in order to remove my leaverbusters. Also, then I can browse through league store or something or edit builds and not just sit there and wait. I wish Riot can change this system because I've read a lot of threads and many believe it's doing more harm than good and punishing more innocent players who have personal things to take care of rather than the toxic ragequitters.
