Banner with lvl 2 honor?

So after 6 months i got into honor lvl 2 (LOL) now my question is, shouldnt i get a honor banner in the loading screen?

It's level 3, we all start level 2 so there is no banner. It start at level 3, if you were lower than level 2 it mean you got punished in the past.
